SUBJECT: Special Education Plan Training for Phase 1 School Districts

The Pennsylvania Department of Education (PDE) is responsible for ensuring that all special education programs in schools are appropriate and effective. To do this, school districts must submit a Special Education Plan every three years to PDE as required under the Pennsylvania Code (22 PA Code §14.104).

The school district's Special Education Plan must focus on strategies generated from compliance monitoring, professional development activities and training necessary to provide appropriate programs to students with disabilities. School districts will submit their Special Education Plan starting on May 1, 2015, via the Comprehensive Planning Web Application. Training regarding the Comprehensive Planning Web Application will be a critical component of the Special Education Plan training.

Training will be comprised of two sessions each day. The morning session, from 9 a.m. to noon, will explain the content of the Special Education Plan and the information that is required to be entered by the school district. This session is mandatory for all Phase 1 School Districts.

The afternoon session, from 1 p.m. to 3 p.m., will take participants through the web-based tool section by section, how to enter information and how to submit the Special Education Plan. Attendees are encouraged to bring laptops so they can go into their own district's Special Education Plan. This session is not mandatory but highly recommended for participants who are responsible for entering information and submitting the Special Education Plan.

Special Education Plan training for Phase 1 School Districts will be held on the following dates at the three Pennsylvania Training and Technical Assistance Network (PaTTAN) locations. There will be no opportunity to participate in the training virtually. However, one session will be recorded and made available for viewing on the PaTTAN website following the trainings.
