The recent amendment of the School Code to eliminate language regarding strategic planning (HB 1901, Act 82 of 2012) does not affect the existence or viability of the current Chapter 4, 12, 14, 16 and 49 regulations.  These Chapter requirements will remain in place until modifications to Chapter 4 are completed through the regulatory review process.  The Comprehensive Planning process and its web application will continue to be available.  Therefore,

·         Phase 1 Districts will be required to meet the November 30, 2012 deadline for submitting their District Level Plans, because the regulatory process will not be completed by that date. 

·         Phase 2 LEAs (Districts, Charter Schools, Comprehensive CTCs and Intermediate Units) should begin implementing the process immediately.   After the regulatory process is completed and an analysis of the impact on the Chapter regulations is conducted, the Department will then make appropriate revisions to the Comprehensive Planning process and its associated web application.
