Subject: Special Education Plan Trainings for Phase 2 School Districts
The Pennsylvania Department of Education (PDE) is responsible for ensuring that all special education programs in schools are appropriate and effective. To do this, school
districts must submit a Special Education Plan every three years to PDE’s Bureau of Special Education as required under 22 Pa Code 14.104.
A school district’s Special Education Plan focuses on compliance monitoring, professional development activities and training necessary to provide appropriate programs to
students with disabilities. School districts will submit their plans in May 2013 via the Comprehensive Plan. Training regarding the Comprehensive Plan will be a critical component of the Special Education Plan training.
We invite Phase 2 school district Special Education Directors, Intermediate Unit (IU) staff who assist their school districts in developing their plans and other appropriate
personnel to attend the Special Education Plan training. This training will review the requirements for the 2013 submission, the content of the plan that will be submitted in May, provide suggestions for preparation, answer any questions regarding the Special
Education Plan and review the new submission process. These training sessions will be held at the following Pennsylvania Training and Technical Assistance Network (PaTTAN) offices:

However, in response to district requests and in case of inclement weather, some IUs will be downlinking the training sessions. Please go to
www.pattan.net to register at either the PaTTAN offices or at an IU which will
have a downlink. Act 48 hours will be offered for these trainings. Please register online at
http://www.pattan.net. If you experience difficulties with registration, please
contact your local PaTTAN office. Registration is required for all sessions.
